Former Anderson County commissioner among those arrested in Palestine park

PALESTINE, Texas - A former Anderson County commissioner is among four arrested in a Palestine park.

Randy Watkins, 68, of Montalba was charged with indecent exposure on October 6.

A city spokesperson says they recieved complaints at the city’s Community Services department at Upper and Lower Lake Park. Detectives investigated the area throughout October and gathered enough evidence to arrest the men.

Police also arrested:

Charles Bryan Andrews, 50, Palestine -  (charged with indecent exposure and resisting arrest on Oct. 5)

Joseph Velazquez, 64, Palestine (charged with public lewdness on Oct. 25)

Stephen Tremayne Warren, 41, Palestine (charged with public lewdness.on Oct. 25)

“These acts will not be tolerated in our public parks,” Lt. R.C. Johnson said. “We intend to keep our parks safe for everyone.”

The investigation is still ongoing and additional arrests may occur.
