4AM ADVISORY: keeps Harvey as a Tropical Storm, but it is weakening. Heavy rainfall setting up along the coastal areas from Houston to east of San Antonio. Flash Flood Emergencies issued for the Houston which mean flooding will cause significant damage or loss of life. In addition to the heavy rain, tornadoes are possible in the Houston area as well. Numerous tornado warnings have been issued. Travel to Southeast Texas is HIGHLY DISCOURAGED!
